Waste Disposal

The information presented below has been derived per bnature’s understanding of the information provided on the Supreme Council for Environment website regarding the Waste Management services, as well as the experiences of members of bnature’s community in applying for a waste disposal licence. Please refer to the SCE website for more details.

How to apply for a waste disposal licence in bahrain

In order to dispose of waste (including transport of hazardous waste) in the Kingdom of Bahrain, a waste disposal licence must be obtained from the national environmental regulatory body, in this case the Supreme Council for Environment (SCE).

 

There are three types of licences that are issued by SCE for waste management: 

 

  1. Licence for waste disposal
  2. Licence to transport hazardous waste 
  3. Licence to export waste abroad

Application process for a waste disposal licence

Applicants are first required to identify a waste disposal company that is approved by the SCE through whom they will dispose of their waste – this includes chemical waste. Bahrain Waste Treatment Company (BWTC) and Crowne Industries are two waste disposal companies recommended by the SCE. Application Process Reference:

  • An official letter requesting to dispose of waste must be submitted by the applicant to the Head of Environmental Licensing Section at the SCE.
  • Applicants must complete and submit a “Request for Waste Disposal” application form (Request For Waste Disposal Form.pdf) which must be signed by the applicant and the chosen Waste Disposal and/or Transporter Company.
  • The completed application must be submitted via email to the SCE Waste Management Unit (waste@sce.gov.bh).
    • Following the application submission, the applicant may receive a confirmation (not immediate) email with an application reference number from the SCE.
    • Once the application has successfully passed through the review process and based on the decision for disposal method made by the Waste Management Unit, the applicant will receive an electronic invoice from the SCE which must be paid as part of the new law issued in May 2021 i.e. Decision No. (4) of 2021 | Concerning the Fee Categories for all Licensing & Services Fees provided by the Supreme Council for Environment which entails that all environmental licensing applications including those related to radiation licensing will now be subjected to a fee.
    • Following confirmation of the payment, the SCE shall issue the required licence. 

NOTES:

  • Once the waste disposal approval is granted by the SCE, it is only valid for 30 days.
  • It is the applicant’s responsibility to coordinate with the waste disposal and/or transporter company to schedule a waste collection date.
  • Upon successful disposal, the waste disposal company will provide the applicant with a certificate of disposal
  • Waste Transport Contractors are expected to comply with the national set conditions and regulations during the transportation of hazardous material (see here for list of conditions – Conditions for Waste Transport Contractors.pdf).

Application process for transport of hazardous waste licence

NOTES: 

  • This type of licence is only applicable to authorised contractors.

    • Applicants must complete and submit the “Hazardous Waste Transportation Permission” application form (Application Form to Transport Hazardous Waste.pdf).
    • The completed application must be submitted via email to the SCE Waste Management Unit (waste@sce.gov.bh).
    • Following the application submission, the applicant may receive a confirmation (not immediate) email with an application reference number from the SCE.
    • Once the application has successfully passed through the review process, the applicant will receive an electronic invoice from the SCE which must be paid as part of the new law issued in May 2021 i.e. Decision No. (4) of 2021 | Concerning the Fee Categories for all Licensing & Services Fees provided by the Supreme Council for Environment which entails that all environmental licensing applications including those related to waste management will now be subjected to a fee.

    • Upon issuance of the licence, contractors must complete and sign the conditions for compliance by hazardous waste transporting contractors (Hazardous Waste Transportation Guidance and Conditions_Final.pdf)
    • Submit the following documents to the SCE Waste Management Unit: (a) proof of vehicle ownership, (b) annual vehicle insurance and (c) copies of the driver’s driving licences.

Application process for export of waste abroad

Waste can be exported abroad (i.e. outside the Kingdom of Bahrain) for the purposes of treatment, recycling or use. Bahrain carries out this process in line with the provisions of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, which the Kingdom ratified in 1992 (https://www.legalaffairs.gov.bh/HTM/L1192.htm + 11_92_Basel.pdf)

  • An official letter requesting export of waste abroad must be submitted via email by the Head of Environmental Licensing Section at the SCE
  • An official document or letter from the company that shall receive the waste shipment in the country of destination.
  • The applicant must submit the official contract between the applicant and the waste receiver / disposal company.
  • Complete and Submit the Application Form regarding the “Notification Documents for the Control of Trans-boundary Movement of Hazardous Waste” (Exporting Waste Abroad Form.pdf)
  • Following the application submission, the applicant may receive a confirmation (not immediate) email with an application reference number from the SCE.
  • Once the application has successfully passed through the review process, the applicant will receive an electronic invoice from the SCE which must be paid as part of the new law issued in May 2021 i.e. Decision No. (4) of 2021 | Concerning the Fee Categories for all Licensing & Services Fees provided by the Supreme Council for Environment which entails that all environmental licensing applications including those related to waste management will now be subjected to a fee.
  • Following confirmation of the payment, the SCE shall issue the required licence. 
  • Once the SCE issues the licence, the applicant is expected to provide: (a) evidence of payment to the company in the country of import following the delivery of the waste shipment; (b) proof that the waste was managed in an environmentally safe way and (c) insurance for the waste shipment.
